12.I.\nGeneral Services Agreement Part-time Temporary Staffing Agency\nRecommendation: Approve and authorize the City Manager to execute an\nagreement with Robert Half in an amount not to exceed $150,000 and\nAdvantex Professional Services for temporary staffing services in an amount\nnot to exceed $100,000; and adopt Resolution No. 2025-47 amending the\nFiscal Year 2025-26 Budget with a supplemental appropriation in the amount\nof $250,000 for temporary staffing services.

12.J.\nCalifornia State Library Groundwork Grant\nRecommendation: Adopt Resolution No. 2025-48, amending the Fiscal Year\n2025-26 Budget to accept a grant from the California State Library in the\namount of $6,701.59 for the California State Library "Groundwork Grant.”

12.K.\nCalifornia State Library "Zip Book" Grant\nRecommendation: Adopt Resolution No. 2025-49, amending the Fiscal Year\n2025-26 Budget to accept a grant from the California State Library in the\namount of $11,520 for the California State Library "Zip Book" Grant.

12.L.\nLos Angeles County Metropolitan Transportation Authority, Access for\nAll Grant (Wheelchair-Accessible Vehicle)\nRecommendation:\n1) Approve the Los Angeles County Metropolitan Transportation Authority\n(LACMTA), Access for All, Grant Funding Agreement;\n2) Authorize City Manager to conduct all negotiations and to execute and\nsubmit all necessary documents; and\n3) Adopt Resolution No. 2025-50, amending the Fiscal Year 2025-26 Budget\nto accept $130,000 in grant funds.

12.N.\nJanine Drive and Vicinity Rehabilitation Project – Award of Contract\nRecommendation:\n1) Waive minor bid irregularities;\n2) Award the construction contract to Onyx Paving Company, Inc., in the\namount of $2,875,000;\n3) Reject all other bids;\n4) Authorize the City Manager to execute the construction contract on behalf\nof the City and;\n5) Approve $287,500 in contingency for the Project subject to the approval\nof the City Manager.
