8.M.\nAward of Contract - Bronte Drive Water Line Replacement\nRecommendation:\n1) Adopt Resolution No. WUA 2026-02, amending the Fiscal Year 2025-\n2026 Budget in the amount of $1,328,870 for the Bronte Dr. Water Line\nReplacement Project;\n2) Award the construction contract to Williams Pipeline Contractors, Inc., in\nthe amount of $1,207,870 for the construction of the Bronte Dr. Water\nLine Replacement Project;\n3) Reject all other bids;\n4) Authorize the Executive Director to sign the construction contract on\nbehalf of the Whittier Utility Authority; and\n5) Approve $121,000 in contingency funding for the Bronte Dr. Water Line\nReplacement Project, subject to the approval of the Executive Director.

8.N.\nEngineering Services for Treatment System Expansion – Award of\nContract\nRecommendation: Authorize the Executive Director to execute a Professional\nServices Agreement with Jacobs to provide engineering design and\nconsulting services for a Treatment System Expansion Project (Project) for a\nfee not to exceed $1,772,906.00 and adopt Resolution No. WUA-2026-03\namending the Fiscal Year 2025-2026 Budget with a supplemental funding\nappropriation for the project.

8.O.\nPalm Avenue Improvement Project from Beverly Boulevard to Whittier\nBoulevard - Notice of Completion\nRecommendation:\n1) Approve $206,982 in additional funds to close out the project;\n2) Accept the work performed by Big Ben Engineering for the Palm Avenue\nImprovement Project; and\n3) Authorize the City Clerk to file the Notice of Completion on behalf of the\nCity of Whittier.
