10. FISCAL YEAR 2022/23 MID-YEAR BUDGET UPDATE\nRecommendation:\nIt is recommended that the City Council: 1.) Approve adjustments to the fiscal year 2022/23\noperating budget as shown in the staff report; and 2.) Receive and file the attached list of line-\nitem budget transfers and supplemental budget appropriations for the first two quarters of the\nfiscal year (Attachment 2), as required by City Council Policy A-15 – Supplemental Budget and\nLine-Item Transfers.

11. 2021-2022 BLACK GOLD GOLF CLUB FISCAL YEAR IN REVIEW\nRecommendation:\nIt is recommended that City Council: 1.) Appropriate $540,000 of Black Gold Golf Club FY\n21/22 profits toward repayment of the golf course debt and, 2.) Authorize staff to establish a\ncapital reserve fund for Black Gold Golf Club and appropriate a transfer in the amount of\n$511,688 to the fund.\nCLOSED SESSION IF REQUIRED

2. ACCOUNTS PAYABLE CHECK REGISTER – MARCH 7, 2023\nRecommendation:\nIt is recommended that the City Council receive and file the accounts payable check register\nPage 2 of 4\ndated March 7, 2023, in the amount of $1,760,125.90.

5. TREASURER’S REPORT – DECEMBER 2022\nRecommendation:\nIt is recommended that the City Council: 1.) Receive and file the attached monthly Treasurer’s\nReport; and 2.) Delegate investment responsibility to the City’s Finance Director / City\nTreasurer for a period of up to one year.

6. SECOND READING OF ORDINANCE NO. 2023-1106 ZONING CODE AMENDMENT\n2023-01 TO AMEND CH 18.20, ARTICLE IX OF THE ZONING CODE TO MODIFY\nREGULATIONS FOR ACCESSORY DWELLING UNITS\nRecommendation:\nIt is recommended that the City Council adopt Ordinance No. 2023-1106 to amend Chapter\n18.20, Article IX of the Yorba Linda Zoning Code to modify regulations for accessory dwelling\nunits (ADUs) pursuant to State law.

7. CONSULTANT SERVICES CONTRACT WITH FM3 RESEARCH ASSOCIATES, INC.\nRecommendation:\nIt is recommended that the City Council approve the attached Consultant Services Agreement\nwith FM3 Research Associates, Inc. (FM3) for the public opinion research assistance related\nto the 2021-2029 General Plan Housing Element.

8. BUDGET APPROPRIATION FOR SMALL BUSINESS RELIEF GRANT PROGRAM\nRecommendation:\nIt is recommended that the City Council approve a budget appropriation in the amount of\n$150,000 towards the Community Development Block Grant Program for Small Business\nRelief.
