RESOLUTION NO. 2023-5844 AUTHORIZING THE CITY MANAGER TO EXECUTE\nAGREEMENTS AND OTHER DOCUMENTS PERTAINING TO THE ANNUAL COMMUNITY\nDEVELOPMENT BLOCK GRANT (CDBG) PROGRAM\nRecommendation:\nIt is recommended that the City Council adopt Resolution No. 2023-5844 authorizing the City\nManager to execute agreements and other documents necessary to facilitate the City’s\nparticipation in the Community Development Block Grant (CDBG) program.

7. APPROVE THE AWARD OF A DESIGN PROFESSIONAL SERVICES AGREEMENT\nWITH ITERIS, INC. FOR THE YORBA LINDA BOULEVARD/WEIR CANYON REGIONAL\nTRAFFIC SIGNAL SYNCHRONIZATION PROJECT (RTSSP) TC231003\nRecommendation:\nIt is recommended that the City Council: 1.) Approve the Award of a Professional Services\nAgreement to Iteris, Inc., in the amount of $1,217,951.98 for the Design of the Yorba Linda\nBoulevard/Weir Canyon Regional Traffic Signal Synchronization Project (RTSSP) TC231003;\nand 2.) Authorize the City Manager to approve additional expenditures up to $182,692.80\n(15% of the agreement value) in agreement contingencies for potential additional services and\nunanticipated work that may arise, for a total potential agreement amount not-to-exceed\nPage 3 of 5\n$1,400,644.78; and 3.) Approve an appropriation of $315,000 in Lighting and Signal Fund\n(407) in place of existing Measure M2 Funding for Project TC231003; and 4.) Authorize the\nCity Manager to sign and execute the contract services agreement and potential future\namendments to the agreement within the designated contingency amount, on behalf of the\nCity Council.

APPROVAL OF AMENDMENT NO. 2-STEADFAST SECURITY – PRIVATE PATROL\nSECURITY GUARD SERVICES\nRecommendation:\nIt is recommended that City Council approve Amendment No. 2 to the June 1, 2021,\nAgreement with Steadfast Security Guard Services in an amount not to exceed $125,000,\nextending services through May 31, 2024.

9. AWARD OF CONTRACT FOR PARK TURF AND LANDSCAPE MAINTENANCE\nSERVICES\nRecommendation:\nIt is recommended that the City Council take the following actions: 1.) Award a three-year\ncontract for park turf and landscape maintenance to Merchants Landscape Services, Inc., of\nSanta Ana, CA in the amount of $693,000.00 ($231,000.00 annually) and reject all other bids;\nand 2.) Upon receipt of appropriate documents, authorize the City Manager to execute the\ncontract.
