Approve MOU for Vector Control Services, San Bernardino County Department\nof Public Health\nRecommendation:\nThat the Town Council approves the Town Manager to sign a\nMemorandum of Understanding (MOU) with the County of San\nBernardino Department of Public Health for the purposes of providing\nvector control services within the Town of Yucca Valley.

11. California Welcome Center - Operational Update and Funding Requirements\nRecommendation:\n1. Receive and file the California Welcome Center annual operational\nupdate from the Desert Regional Tourism Agency.\n2. Approve an increase in funding of $50,000 for the contract\noperations of the California Welcome Center for FY 2023-24 as\nidentified in the associated lease agreement.

12. Public Art – Utility Box Program Selection of Art\nRecommendation:\nThat the Town Council accepts the recommendation of the Parks,\nRecreation, and Cultural Commission and approves the selected art\nsubmissions for the Utility Box Program.

13. Town-Wide Slurry / Cape Seal Project – Town Project No.7037/8340, Award of\nConstruction Contract\nRecommendation:\nThat the Town Council:\n· Approves the award of a construction contract with American\nAsphalt South, Inc., in the amount of $1,715,165.00 to construct\nTown-Wide Slurry/Cape Seal Project;\n· Authorizes construction, construction contingencies, and\ninspection costs in the total amount of $1,910,000.00; and\n· Authorizes the Mayor, Town Manager, and Town Attorney to\nexecute the agreement, and authorizes the Town Manager or\ndesignee to expend contingency funds, if necessary, for project\ncompletion.

14. Cal Cities Strategic Priorities and Governor's FY 2024-25 State Budget Update\nRecommendation:\nReceive and file the update report on the Cal Cities advocacy efforts and\nthe Governor's FY 2024-25 proposed budget.\nFUTURE AGENDA ITEMS:

Town Project No.9101 – : Old Town Beautification and Sustainability Project\nPhase 1 - Resolution No. 2024-XX, Rejection of Bid, Authorization to Re-bid.\nRecommendation:\nThat the Town Council rejects the bids for the Old Town Beautification\nand Sustainability Project Phase 1, Town Project No. 9101, and adopts\nthe Resolution and authorizes the Town Clerk to re-advertise and\nreceive bids.

San Bernardino County Transit Authority Council of Governments Amendment\nNo. 4 to the Joint Powers Agreement and related update\nRecommendation:\nThat the Town Council receive and file an update on the current and\nproposed Scope of Work and budget of the San Bernardino County\nTransit Authority Council of Governments and consider an amendment\nto the Joint Powers Agreement to amend language concerning the\nmethod by which member agency dues are assessed.
