2. Approval of Contract with Tripepi Smith for continued SB 1383 Education and\nOutreach\nRecommendation:\nThat the Town Council:\n1. Award a contract to Tripepi Smith to continue assisting the Town\nwith public outreach and marketing for SB 1383, and;\n2. Authorize the Town Manager to sign all related documents in a\nform approved by the Town Attorney and make any non-\nsubstantive changes.

3. Approval of Information Technology and Cybersecurity contract with Southwest\nNetworks, Inc.\nRecommendation:\nThat the Town Council:\n1. Approve the contract with Southwest Networks, Inc. to provide\nprofessional information technology network and cybersecurity\nservices for a two-year contract term for a not-to-exceed\ncontract price of $160,500 for FY 24-25 and a not-to-exceed\ncontract price of $170,500 for FY 25-26; and\n2. Include an option to renew for up to one (1) two-year contract\nextension; and\n3. Authorize the Town Manager to sign all related documents in a\nform approved by the Town Attorney and make any non-\nsubstantive changes.

4. Town Engineer Contract Services; Approval of Agreement with NRO Engineering\nRecommendation:\nThat the Town Council approves the Agreement with NRO Engineering\nto provide Town Engineer services for the period of two (2) years from\nJuly 1, 2024, through June 30, 2026, designating Noel Owsley as Town\nEngineer, and authorizing the Mayor, Town Manager, and Town\nAttorney to sign the agreement.

5. Authorization to Purchase Replacement Fleet Vehicle, Vehicle #93, Ford F250\nSuper Cab for the Facilities Maintenance Division in an amount not to exceed\n$65,000.00\nRecommendation:\nThat the Town Council waives the competitive bidding requirements\n(found in section 3.12.050 of the Town Code) because adherence to the\nprocedures would be inefficient, impractical, and unnecessary (as\nstated in section 3.12.060, (G)) and authorizes the Town Manager or\ndesignee to execute a purchase agreement with Fritts Ford for a new\nFord F250 Super Cab for the Facilities Maintenance Division in an\namount not to exceed $65,000.00.

6. FY 2024-26 General Fund Community Contracts\nRecommendation:\nIt is recommended that the Town Council:\n1. Approve the proposed agreement and scope of service for the\nTown’s Chamber of Commerce contract services agreement for\nFY2024-26 and authorize the Town Manager or Mayor to sign on\nbehalf of the Town, including funding in a not to exceed amount\nof $60,000 for the two-year period of FY2024-26.\n2. Authorize Amendment Six to the professional services\nagreement for marketing services between the Town and Desert\nRegional Tourism Agency and authorize the Mayor or Town\nManager to execute the amendment.\n3. Approve the proposed facility use agreement and scope of\nservice for the Boys and Girls Club Facility Use agreement for\nFY2024-26, and authorize the Town Manager or Mayor to sign\non behalf of the Town, including funding in a not to exceed\namount of $40,000 for the two-year period of FY 2024-26.

FY2024-26 Proposed Budget Adoption Resolution No. 24 -\nRecommendation:\nIt is recommended that the Council adopt Resolution No. 24-XX\napproving the fiscal year 2024-26 proposed budget, and designating\nthose officials authorized to make requisitions for encumbrances\nagainst appropriations.\nA RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF YUCCA VALLEY,\nCALIFORNIA, ADOPTING THE BUDGET AND APPROVING APPROPRIATIONS FOR\nTHE FISCAL YEARS COMMENCING JULY 1, 2024 AND ENDING JUNE 30, 2026\nAND DESIGNATING THOSE OFFICIALS AUTHORIZED TO MAKE REQUISITIONS\nFOR ENCUMBRANCES AGAINST APPROPRIATIONS.\nPersonnel Resolution\nRecommendation:\nIt is recommended that the Council adopt Resolution No. 24-\nauthorizing positions for fiscal years 2024-26, and authorizing pay\nranges for such positions for fiscal years 2024-26, effective with the\npayrolls paid on August 2, 2024 and August 1, 2025.\nA RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF YUCCA VALLEY,\nCALIFORNIA, AUTHORIZING POSITIONS AND SALARY SCHEDULE FOR FISCAL\nYEAR 2024-2025 AND FISCAL YEAR 2025-2026
