10. APPROVAL OF AGREEMENTS FOR MOULTON NIGUEL WATER\nDISTRICT’S WITHDRAWAL FROM THE SOUTH ORANGE COUNTY\nWASTEWATER AUTHORITY (SOCWA), INCLUDING TRANSFER OF THE\nREGIONAL TREATMENT PLANT AND CAPITAL CONTRIBUTIONS FOR\nCOASTAL TREATMENT PLANT IMPROVEMENTS\nRecommendations:\n(1) Approve the Resolution titled "A RESOLUTION OF THE CITY COUNCIL\nOF THE CITY OF LAGUNA BEACH, CALIFORNIA, APPROVING THE\nSOUTH ORANGE COUNTY WASTEWATER AUTHORITY (SOCWA)\nAGREEMENTS RELATED TO THE TRANSFER OF REGIONAL\nTREATMENT PLANT TO MOULTON NIGUEL WATER DISTRICT AND\nFACILITATION OF MOULTON NIGUEL WATER DISTRICT’S\nWITHDRAWAL FROM SOCWA;"\n(2) Authorize the City Manager to execute all necessary documents in connections\nwith these agreements on behalf of the City of Laguna Beach subject to such\nchanges recommended by special counsel after consultation with the City’s\nSOCWA representatives; and\n(3) Authorize the Ad Hoc Committee of Councilmember Whalen and Mayor Pro\nTem Rounaghi to continue working with staff on outlining proposed improvements\nto the Coastal Treatment Plant, and working with Moulton Niguel Water District\non a possible Memorandum of Understanding that would explore opportunities for\nthe City to participate in the OASIS Water Resource Center Project.\nAgenda Report
