D. CONSIDERATION OF APPROVING PARKING MODIFICATIONS TO CREATE\nDESIGNATED PASSENGER AND SCHOOL BUS LOADING ZONES FOR LAS\nPALMAS ELEMENTARY SCHOOL AND FINDING THE PROJECT\nCATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL\nQUALITY ACT\nPlanning Commission and Staff Recommendation\nAdopt Resolution No. 24-176, which will:\n1. Find the project categorically exempt from the California Environmental\nQuality Act (CEQA) under Class 1 (Existing Facilities, 14 CCR section\n15301) of the State CEQA Guidelines.\n2. Approve the parking modifications as illustrated in Attachment 2 as follows:\na. Convert the current temporary passenger loading zone into a permanent\none on the south side of Avenida Aragon up to 134 feet in length.\nb. Convert the current 130-ft 1-hour parking zone into a school bus loading\nzone marked by yellow curb on the west side of Calle Puente.
