E. CONSIDERATION OF A RESOLUTION TO APPROVE AN AFFORDABLE\nHOUSING PROJECT, THAT INCLUDES AN AFFORDABLE HOUSING\nAGREEMENT WITH FRIENDSHIP SHELTER INC, AN ANNUAL MONITORING\nFEE, AND ZONING CONCESSIONS AND WAIVERS PURSUANT TO STATE\nDENSITY BONUS LAW, AND TO DETERMINE THE PROJECT EXEMPT\nFROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT\nStaff Recommendation\nAdopt Resolution No. 24-177, which will:\n1. Determine that the affordable housing project and agreement are exempt\nfrom the California Environmental Quality Act (CEQA) under California\nPublic Resources Code (PRC) Section 21080.50 and direct staff to file a\nnotice of exemption.\n2. Approve the Project, including the three concessions/waivers requested\nunder the State Density Bonus Law.\n3. Approve, and authorize the City Manager to execute, Contract No. C24-\n68, the Affordable Housing Agreement, by and between the City of San\nClemente and Friendship Shelter Inc., included as Exhibit A of Resolution\nNo. 24-177.
