Expenditure: None.\nRecommendation of the Community Development Director that City Council:\n1. Conduct a public hearing on the Fiscal Year (FY) 2023-24 Consolidated Plan Annual Performance and\nEvaluation Report (CAPER) to the U.S Department of Housing and Urban Development (HUD); and\n2. Appropriate the full amount of the FY 2023-24 and FY 2024-25 HOME Investment Partnerships Program\n(HOME) and Community Development Block Grant (CDBG) awards to a newly created grant project.
