21. Feasibility of Implementing the Blue Ribbon Commission on\nHomelessness Report Recommendations No. 1 (Establish a County Entity\nDedicated to Homeless Service Delivery) and No. 3 (Streamlined LAHSA)\nRecommendation as submitted by Supervisors Horvath and Barger: Direct the\nChief Executive Officer to report back to the Board in writing in 60 days on the\nfeasibility to implement the Blue Ribbon Commission on Homelessness Report\nRecommendations No.1, establishing a new County Department dedicated\nsolely to serving people who are unhoused or at risk of becoming unhoused,\nand No. 3, streamline the responsibilities of Los Angeles Homeless Services\nAuthority (LAHSA) by having them retain only the core functions required as\nlead on the Greater Los Angeles Continuum of Care including the Homeless\nManagement of Information System administration, the Greater Los Angeles\nHomeless Count, and other emergency response services as designated and\nfunded by the Board, with the report to include, but not be limited to, the\nfollowing:\nCurrent staffing levels and funding within the Chief Executive\nOffice-Homeless Initiative and Housing for Health, including appropriate\nclinical functions, current Measure H and projected Measure A revenue,\nanticipated staffing levels, space needs, and funding considerations;\nIn collaboration with the Chief Executive Officer of the Los Angeles\nHomeless Services Authority, a preliminary evaluation of LAHSA’s\nstaffing levels, vacancies, rates of attrition, memoranda of understanding\nwith labor organizations, and other key information to inform the\ntransition plan described below;\nA high-level schedule for the creation of the new department and the\ntransition of programs and funding, with a focus on “critical path”\nmilestones to ensure that the Board and the public are aware of the\naction items and associated processes that must be completed and by\nwhen;\nA summary of County and LAHSA programs and functions that will\ntransition to the new County department, should the Board choose to\ncreate the new County department, including a functional “end-state”\norganizational chart, to be refined as the process continues, and\ndescription of programs that will operate out of the new department,\ndescribing any proposed phasing of department operations, funding\ntransfers, department’s projected staffing needs, necessary\nclassifications, and job duties;\nFilling positions in the new County department by the Director of\nPersonnel conducting an open recruitment in which consideration is\nlimited to applicants who are currently employed at LAHSA, including an\nOpen Restricted recruitment that would be a one-time event that could be\nused exclusively for the initial hiring of staff for the new department,\nwithin the powers provided under the County’s proclamation of a local\nemergency on homelessness, candidates on the eligible lists resulting\nfrom the Open Restricted recruitment would have priority consideration\nfor hiring over all other lists, where thereafter, the Chief Executive Officer\ncould use other eligible lists or conduct new recruitments, if needed, to fill\nvacancies in the new department; and\nDirect the Chief Executive Officer to report back to the Board in writing within\n90 days, with a preliminary summary of County and LAHSA programs and\nfunctions that will transition to the new County department, should the Board\nchoose to create the new County department, including a functional “end-state”\norganizational chart, to be refined as the process continues, and description of\nprograms that will operate out of the new department, describing any proposed\nphasing of department operations, funding transfers, the department’s projected\nstaffing needs, necessary classifications, and job duties; and report back to the\nBoard in writing within 120 days, with a fiscal and staffing plan for the new\ndepartment which should include, but not be limited to, all homelessness\nprograms and funding sources across Departments which will be consolidated\ninto the new department.
