50. Landscape and Maintenance Services Master Agreements\nRecommendation: Authorize the Director of Parks and Recreation, to terminate\nearly the existing agreement with the California Conservation Corps, effective\nNovember 30, 2024, to align the terms of all five Master Agreements; execute\nMaster Agreements (MAs) with the Los Angeles Conservation Corps, the San\nGabriel Valley Conservation Corps, the Conservation Corps of Long Beach, the\nCalifornia Conservation Corps, and the Tiüvac’a’ai (Healthy Land) Tribal\nConservation Corps (collectively, the “Corps”), to provide as-needed landscape\nand other related maintenance services, for an initial term of five years, for a\nmaximum annual contract amount of $5,000,000, for each Agreement; find that\nthe proposed actions are not a project under the California Environmental\nQuality Act; and authorize the Director to take the following actions:\n(Department of Parks and Recreation) APPROVE\nExecute future amendments, exercise three one-year renewal, and, if\nneeded, six month-to-month extension options, execute individual work\norders, add, delete, and/or change certain terms and conditions as\nrequired under Federal or State law or regulation, County policy and/or\nthe Board, execute change notices and amendments to incorporate\nnecessary changes within a statement of work, assign rights or\ndelegation of duties should the contracting entities merge, be acquired or\notherwise change entities, and suspend or terminate any MA, if it is in\nthe best interest of the County;\nAutomatically extend agreements past the stated expiration date, where\nwork has been granted prior to, but not completed by, said expiration\ndate, solely to allow for the completion of said services;\nIncrease the MA amount for each agreement by up to 10%, as needed\nduring each year, with a total of $500,000, as a contingency amount, for\nunforeseen services/emergencies and/or additional work within the\nscope of each MA; and\nExtend access to the as-needed landscape and maintenance services\nwith the Corps to other County Departments and County-related\nagencies by executing Memorandum of Understanding agreements or\nDepartment Service Orders that specify the statement of work and\nfunding for each project.
