23. Trans, Gender Expansive, and Intersex (TGI) Wellness and Equity\nInitiative\nRecommendation as submitted by Supervisor Horvath: Instruct the Director of\nPublic Health to establish a two-year pilot Trans, Gender Expansive and Intersex\n(TGI) Wellness and Equity Initiative (Initiative) to enhance services being\nprovided to the TGI community and build the capacity of organizations serving\nthe TGI community, including TGI-led organizations, which are defined as\nnon-profit organizations with 60% of their board or leadership structure\nconsisting of TGI individuals should include a $7,000,000 investment over a\n24-month period ($3,500,000 per year), to be distributed as $2 ,000,000 to a\nthird-party administrator of the program to process applications for the grants\ndescribed below and also to facilitate capacity building and training for the\norganizations receiving the grants to strengthen their organizational\ninfrastructure; $4,500,000 to be distributed via grants to organizations that\nprovide health, housing, and human services coordination, linkage, and\noutreach to the TGI community, preferably by TGI-led organizations, defined as\norganizations with 60% of their board or leadership structure consisting of TGI\nindividuals, organizations applying for grants shall specify the program and/or\nservices the funds will be used for and an estimate of the number of TGI\nindividuals that will be served, as well as performance metrics; and $500,000 to\nthe Department of Public Health for a Departmental ombudsperson for the\nInitiative; and instruct the Director of Public Health to provide a written report\nback to the Board in 60 days with a description of the program guidelines and\ndetails, including the selection process for the third-party administrator, the\nprogram guidelines should utilize existing County data, as available, to direct\nfunding to the greatest areas of need in the TGI community.
