28. Los Angeles County Development Authority and Department of Public\nWorks Collaboration for the Los Angeles County Care Community Project\nRecommendation as submitted by Supervisor Hahn: Authorize the Executive\nDirector Los Angeles County Development Authority, to act on behalf of the\nCounty, for the preparation and issuance of a Request for Proposal (RFP), and\nto utilize any needed County contracts to assist in the preparation and issuance\nof an RFP for the potential development of a permanent supportive housing\nproject in two of the unused buildings on the Metropolitan State Hospital campus\n(Campus), at the intersection of 1st Street and Norwalk Boulevard in the City of\nNorwalk; find that the proposed actions are not a project under the California\nEnvironmental Quality Act; authorize the Director of Public Works to execute a\nfunding agreement with the Los Angeles County Development Authority\n(LACDA), and any necessary amendments, LACDA to provide reimbursement\nof costs incurred for the administration of the contract, in an amount of up to in\nNo Place Like Home funds included in LACDA's approved Fiscal Year 2024-25\nbudget; adopt and instruct the Chair to execute a resolution and Notice of\nIntention to solicit proposals for a permanent supportive housing project for two\nof the unused buildings on the Campus; and adopt the attached resolution\ndeclaring certain property exempt surplus land.
