38. Department of Children and Family Services Lease Amendment\nRecommendation: Authorize the Chief Executive Officer to execute a proposed\nlease amendment with 194 East Second Street LLC, a New York limited liability\ncompany, as to an undivided 70%, and Torrance Del Amo I, LLC, a California\nlimited liability company, as to an undivided 30%, as tenants-in-common\n(Landlord), for the Department of Children and Family Services’ (DCFS) use of\napproximately 60,804 sq ft of office space and 350 on-site parking spaces\nlocated at 2325 Crenshaw Boulevard, in the City of Torrance (4) (Premises),\nwith an estimated maximum first-year base rental amount of $3,153,000, and an\nestimated total proposed lease amendment amount, including electricity, water,\nsewer, and gas of $4,769,000 over the 17-month term, if the three-month option\nis exercised, the total proposed lease amendment amount will be $5,965,000,\nand rental costs to be 45% funded by State and Federal funds and 55% by Net\nCounty Cost (NCC) that is already included in DCFS’ existing budget, DCFS\nwill not be requesting additional NCC for this action; find that the proposed\nlease amendment is exempt from the California Environmental Quality Act; and\ntake the following actions: (Relates to Agenda No. 35)\nAuthorize the Chief Executive Officer to execute any other ancillary\ndocumentation necessary to effectuate the proposed lease amendment\nand take actions necessary and appropriate to implement the proposed\nlease amendment; and take actions necessary and appropriate to\nimplement the terms of the proposed lease amendment including, without\nlimitation, exercising any option to extend at approximately $327,700 per\nmonth for three months.
