35. Department of Children and Family Services Lease\nRecommendation: Authorize the Chief Executive Officer to execute a proposed\nlease with WCCP DEL AMO LLC, a California limited liability company\n(Landlord), for the Department of Children and Family Services’ (DCFS) use of\napproximately 69,222 sq ft of office space and 360 on-site parking spaces\nlocated at 3501 Sepulveda Boulevard, in the City of Torrance (4) (Premises),\nfor a term of 10 years and six months, with an estimated maximum first-year\nbase rental amount of $2,659,000, with a six-month rent abatement of\n$1,330,000, which will equal $1,329,000, and an estimated total proposed lease\namount, including tenant improvements (TI) and low-voltage costs of\n$46,207,000 over the 10-year six-month term, with rental costs to be 45%\nfunded by State and Federal funds and 55% by Net County Cost (NCC) that is\nalready included in DCFS’ existing budget, and DCFS will not be requesting\nadditional NCC for this action; find that the proposed lease is exempt from the\nCalifornia Environmental Quality Act; and take the following actions: (Relates to\nAgenda No. 38)\nAuthorize the Chief Executive Officer to reimburse the Landlord up to\n$5,884,000 for the County’s TI contribution, if paid in a lump sum or\n$7,160,000, if amortized over five years at 8% interest per annum;\nAuthorize the Director of Children and Family Services, to contract with\nand direct the Director of Internal Services, in coordination with the Chief\nExecutive Officer, for the acquisition and installation of telephone, data,\nand low-voltage systems and vendor installation (Low-Voltage Items) at a\ntotal amount not to exceed $6,562,000, if paid in a lump sum, or\n$7,985,000 if amortized over five years at 8% interest per annum, with\nthe cost for the Low-Voltage Items to be in addition to the rental costs\nand the County’s TI contribution payable to the Landlord; and\nAuthorize the Chief Executive Officer to execute any other ancillary\ndocumentation necessary to effectuate the terms of the proposed lease\nand to take actions necessary and appropriate to implement the\nproposed lease including, without limitation, exercising any early\ntermination rights, options to extend with annual Consumer Price Index\nincreases capped at 3%.
