46. Physician Services, Training Programs and Funding Agreement\nAmendment\nRecommendation: Find that physician services can be performed more\neconomically by an independent contractor; authorize the Director of Health\nServices to execute an amendment to the affiliation agreement (Agreement) with\nthe Regents of the University of California (University), for the provision of\nphysician medical education and patient care services at Harbor-UCLA Medical\nCenter (H-UCLA MC), Olive View-UCLA Medical Center (OV-UCLA MC), and\nLos Angeles General Medical Center (1, 2 and 5), effective upon Board\napproval for the period July 1, 2024 through June 30, 2025, to adjust the level\nand cost of patient care services based on clinical and operational needs,\nincrease the salaries and number of University house staff enrolled in various\nCounty and University physician training programs at H-UCLA MC and\nOV-UCLA MC, and increase the maximum annual obligation by $3,028,000,\nfrom $43,560,500 to $46,588,500, for the period of July 1, 2024 through June\n30, 2025, and authorize the Director of Health Services to take the following\nactions: (Department of Health Services) APPROVE\nExecute future amendments to adjust the volume of physician medical\neducation and patient care and its costs thereof based on clinical and\noperational needs, provided that any cumulative annual increases to the\nmaximum annual obligation do not exceed a total of 10% thereof,\nseparate from any increases in housestaff salaries; and\nExecute future amendments to add, delete, and/or change certain terms\nand conditions as required by Federal or State law or regulation,\naccreditation requirements and standards, County policy, the Board,\nand/or the Chief Executive Officer, revise contract language to improve\nor update clinical, medical, educational, and/or administrative operations\nwithin the Agreement’s scope of services, adjust the variable costs for\nfuture increases in housestaff salary up to 5% per year that the\nUniversity may grant their housestaff enrolled in various physician\ntraining programs at specified County facilities, and increase the\nmaximum annual obligation under the Agreement accordingly.
