8. Increasing Support for Los Angeles County Immigrants\nRecommendation as submitted by Supervisors Solis and Hahn: Affirm that all\nCounty Departments will comply with the California Values Act (Senate Bill 54),\nwhich ensures that no local resources are used to assist Federal immigration\nenforcement, and that sites like schools, hospitals, and courthouses, are safe\nspaces for everyone in our community, and reaffirm the County’s prohibition on\nthe use of any County resources for immigration enforcement purposes absent\na judicial warrant, and Board Policy No. 3.175 - Limiting Access to County\nSensitive Locations by Law Enforcement Officers Engaged in Immigration\nEnforcement or Immigration Investigative Activities; instruct County Counsel, in\nconsultation with the Executive Director of the Office of Immigrant Affairs, to\nissue a letter to impacted County Departments to ensure ongoing compliance\nwith these policies; and take the following actions:\nInstruct the Director of Consumer and Business Affairs, through the\nOffice of Immigrant Affairs, to establish or identify a taskforce to monitor,\nassess, and respond to the impacts of Federal immigration policies and\nactions, this taskforce should include representatives from County\nDepartments, State and municipal government agencies, and community\norganizations serving immigrant populations, participating County\nDepartments could include, but are not limited to, the Departments of\nChildren and Family Services, Public Social Services, Health Services,\nMental Health, Public Defender, Alternate Public Defender, Sheriff, and\nProbation, as well as the Chief Executive - Office Homeless Initiative and\nthe Anti-Racism, Diversity, and Inclusion Initiative, and the Los Angeles\nCounty Office of Education (LACOE), the taskforce should evaluate\nexisting programming that can be leveraged and/or augmented to ensure\na comprehensive and coordinated response to the evolving needs of our\nimmigrant communities; develop a proposal to support County residents\nwho have temporary status and work authorization including Deferred\nAction for Childhood Arrivals (DACA) and Temporary Protected Status\n(TPS); develop, coordinate, and implement an internal and external\nfacing “Know Your Rights” campaign in multiple languages and across\nethnic media to educate County Departments and immigrants on their\nlegal rights and link them to available support services and resources;\npartner with community-based organizations, labor, and impacted\nstakeholders to disseminate information on the County resources\navailable; and coordinate with LACOE and the Los Angeles Community\nCollege District to support students in need of immigration services;\nInstruct the Director of Mental Health to partner with the Director of\nConsumer and Business Affairs, through the Office of Immigrant Affairs,\nto offer a range of mental health services through its promotoras,\npsychologists, cognitive behavior therapists, and other clinicians, to\nsupport immigrants who are experiencing psychological trauma;\nDirect the Chief Executive Officer to work with the Director of Consumer\nand Business Affairs to identify and secure the appropriate number and\nlevel of staff to adequately respond to our immigrant communities need\nfor outreach and education, linkage to services, and language access\nand/or consider the option of creating a County Department of Immigrant\nAffairs;\nDirect the Chief Executive Officer, in partnership with the Executive\nDirector of the Office of Immigrant Affairs, to identify a minimum of\n$5,500,000 in ongoing funding to continue supporting the existing\nRepresentLA program; and engage the City of Los Angeles and\nphilanthropic partners on continued partnership to fund RepresentLA;\nAuthorize the Director of Consumer and Business Affairs to apply for\nand accept additional funds and continue implementation of the Case\nManagement Pilot Program, administered by Church World Service;\napply for grants and to negotiate, execute, and amend (as necessary)\nagreements to implement and advance the above directives, and the\nBoard shall waive the requirements of Board Policy No. 5.100 for these\nagreements; and\nInstruct the Director of Consumer and Business Affairs, through its\nOffice of Immigrant Affairs, to report back to the Board in writing, as\nneeded, with updates on the above.
