8. Creation of Framework for the Los Angeles County Affordable Housing\nSolutions Agency (LACAHSA) Unincorporated Funds Allocation\nRecommendation as submitted by Supervisors Hahn and Mitchell: Authorize the\nChief Executive Officer to enter into, execute, and deliver to the Los Angeles\nCounty Affordable Housing Solutions Agency any and all agreements and\ndocuments required or deemed necessary or appropriate to secure the\nUnincorporated Los Angeles County Funds for Renter Protections, Technical\nAssistance, and Production, Preservation and Ownership funds; instruct the\nExecutive Director of the Homeless Initiative, Chief Executive Office, the\nExecutive Director of the Los Angeles County Development Authority, and the\nDirector of Consumer and Business Affairs, in consultation with the Chief\nExecutive Officer of the Los Angeles County Affordable Housing Solutions\nAgency, to report back to the Board in 60 days with a framework and\ndistribution plan for the Production, Preservation and Ownership Funds; and\ninstruct the Executive Director of the Homeless Initiative, Chief Executive Office,\nto take the following actions:\nIn consultation with the Director of Consumer and Business Affairs and\nthe Chief Executive Officer of the Los Angeles County Affordable\nHousing Solutions Agency, to report back to the Board in writing in 60\ndays with a framework for the protection funds to support existing and/or\nnew programs including, but not limited to, rental assistance, right to\ncounsel, and Stay Housed LA for Unincorporated Residents; and\nIn consultation with the Chief Executive Officer of the Los Angeles\nCounty Affordable Housing Solutions Agency and the Executive Director\nof the Los Angeles County Development Authority, to report back to the\nBoard in writing in 60 days with a proposal to utilize Technical Assistance\nFunding, including a proposal to create an Unincorporated Team within\nthe Chief Executive Office (CEO) Homeless Initiative that will only focus\nin addressing homelessness and housing insecurity within the\nUnincorporated Communities of Los Angeles County, with the team within\nthe CEO Homeless Initiative to be required to have a Senior Manager\nlevel position, and also include a proposal for a position within the Los\nAngeles County Development Authority to address and streamline\nhousing needs in Unincorporated Los Angeles County.
