27. Revenue Cycle Management and Related Services Sole Source Agreement\nAmendment\nRecommendation: Authorize the Director of Health Services to execute an\namendment to a sole source agreement with QuadraMed Affinity Corporation\n(QuadraMed) for the provision of software and hardware maintenance and\nsupport services for the Department of Health Services (DHS) patient\naccounting system (PA System), to extend the term to December 31, 2026, with\nthree one-year extension options through December 31, 2029, and increase the\nmaximum obligation by $11,273,850 for the extension through December 31,\n2029, for a maximum agreement amount of $54,799,401, which includes an\nestimate of $8,224,107 for the roll-over unspent Pool Dollars, funded by DHS\nexisting resources at no Net County Cost, and will be requested in future fiscal\nyears as needed; and authorize the Director to take the following actions:\n(Department of Health Services) APPROVE (NOTE: The Chief Information\nOfficer recommends approval of this item.)\nExecute an amendment to a sole source agreement with Provider\nAdvantage NW, Incorporated, for the continued provision of the Health\nInsurance Portability and Accountability Act (HIPAA) Compliant 270/271\nEligibility Response Software to extend the term to December 31, 2026,\nwith three one-year extension options through December 31, 2029, and\nincrease the maximum obligation by $4,456,817 for the extension through\nDecember 31, 2029, for a maximum agreement amount of $17,276,548;\nExecute an amendment to a sole source agreement with Sutherland\nHealthcare Solutions, Inc. for financial management services, to extend\nthe term to December 31, 2026, with three one-year extension options\nthrough December 31, 2029;\nExecute an amendment to a sole source agreement with USCB America\nfor financial billing and recovery services to extend the term to December\n31, 2026, with three one-year extension options through December 31,\n2029;\nExecute amendments to each of the agreements to exercise the\nextension options, if applicable, add, delete, and/or change terms and\nconditions as mandated by Federal or State law or regulation, County\npolicy, and the Board, reduce scope of services and the maximum\ncontract amount, and consent to any assignments for each of the\nagreements as provided; and\nApprove and execute amendments, change orders and/or change\nnotices, as applicable, to the finance agreements for changes that do not\nincur additional costs or expenses, or that do not otherwise materially\naffect any term or condition of the agreement, use of Pool Dollars\nincluded as part of the maximum contract amount to acquire optional\nwork, provided the amounts payable in each case do not exceed the\navailable amount of applicable Pool Dollars, issue written notice(s) of\npartial or full termination to suspend and/or terminate each of the\nagreements in accordance with the termination provisions in each\nagreement without further action by the Board.
