31. Workforce Pathways Los Angeles Program Sole Source Contract\nRecommendation: Approve and authorize the Director of Public Health to\nexecute a new sole source contract with the Child Care Alliance of Los Angeles\nfor the Workforce Pathways Los Angeles Program, effective upon execution\nthrough June 30, 2027, at a total maximum obligation not to exceed $936,000,\nconsisting of $312,000 for the period of execution through June 30, 2025,\n$312,000 for the period of July 1, 2025 through July 1, 2026, and $312,000 for\nthe period of July 1, 2026 through June 30, 2027, 100% funded by the\nCalifornia Department of Social Services, Catalog Federal Domestic Assistance\nNumber 93.575; and authorize the Director to take the following actions:\n(Department of Public Health) APPROVE\nExecute amendments to the contract that extend the term for up to two\nadditional one-year periods through June 30, 2029, at amounts to be\ndetermined by the Director, contingent upon the availability of funds and\ncontractor performance, allow for a no-cost adjustment to the term\nthrough December 31, 2029, allow the rollover of unspent contract funds,\nif allowable by the grantor, and allow for reallocation of funds between\nbudgets, provide an increase or decrease in funding up to10% above or\nbelow the annual base maximum obligation and make corresponding\nservice adjustment, effective upon amendment execution, or at the\nbeginning of the applicable funding period, update the scope of work, as\nnecessary, and correct errors in the contract's terms and conditions;\nExecute change notices to the contract that authorize modifications to the\nbudget with any modifications to the scope of work, that are within the\nsame scope of services, as necessary, and/or changes to hours of\noperation and/or service locations; and\nImmediately suspend the contract upon issuing a written notice to the\ncontractor who fails to perform and/or fully comply with contractual\nrequirements, to terminate the contract for convenience by providing a\n30-calendar day advance written notice to the contractor.
