20. Dispute Resolution Program Agreements\nRecommendation: Authorize the Director of Consumer and Business Affairs to\naward and execute, and if necessary, terminate for convenience, competitively\nbid subawards with Asian Pacific American Dispute Resolution Center,\nCalifornia Conference for Equality and Justice, California Lawyers for the Arts,\nCenter for Conflict Resolution, Centinela Youth Services, City of Los Angeles,\nKorean American Coalition, and Loyola Marymount University (collectively,\nSubrecipients), totaling $9,900,000 for the provision of the Dispute Resolution\nProgram (Program), for an initial term of 18 months with three one-year\nrenewal options, effective January 1, 2024, allocations to the Subrecipients are\nsubject to the availability of funding and are contingent upon each\nSubrecipient’s performance in meeting the goals of the Program in the County;\nand authorize the Director to take the following actions: (Department of\nConsumer and Business Affairs) APPROVE\nExecute future amendments to extend the subaward(s) for three\nadditional one-year renewal options, for a maximum total subaward term\nof four years and six months, at the discretion of the Director in\naccordance with the term of the subaward; and\nExecute amendments, as needed, throughout the subaward term to add,\nwhen possible, any newly relevant or updated State and/or County terms\nand conditions, and increase or decrease the subaward amount in\nresponse to the availability of funding and based on Subrecipient\nperformance provided that any increase or decrease to the subaward\namounts including, but not limited to, baseline funds, one-time-only\nfunds, and/or supplemental monies, which may exceed 10% of the\nmaximum subaward amount each Subrecipient receives, which includes\nall extension options, the total allocations does not exceed available\nfunding, modify performance goals consistent with funding allocation\nmodifications, and update the statement of work as operationally\nnecessary.
