35. Camp Afflerbaugh Closed-Circuit Television Project Construction\nContract\nRecommendation: Establish and approve the proposed Camp Afflerbaugh\nClosed-Circuit Television Project, Capital Project No. 87700 (Project), located at\n6631 Stephens Ranch Road, La Verne, in unincorporated Los Angeles County\n(5), with a total Project budget of $5,733,000; adopt the plans and specifications\nthat are on file for construction of the proposed Project; find that the sole\nsource items identified in the plans and specifications are the only such items\navailable to match other products in use at Los Padrinos Juvenile Hall and\nCamp Glenn Rockey and may be designated by specific brand name; advertise\nfor bids to be received and opened on January 15, 2025; find that the proposed\nProject is exempt from the California Environmental Quality Act; and authorize\nthe Director of Public Works to take the following actions: (Department of\nPublic Works) ADOPT\nExecute a consultant services agreement with the apparent lowest\nresponsive and responsible bidder to prepare a baseline construction\nschedule for an amount not to exceed $5,000 funded by the Project\nfunds;\nDetermine that a bid is nonresponsive and reject a bid on that basis,\naward to the next lowest responsive and responsible bidder, waive\ninconsequential and nonmaterial deficiencies in bids submitted, and\ndetermine, in accordance with the applicable contract and bid\ndocuments, whether the apparent lowest responsive and responsible\nbidder has satisfied all conditions for contract award;\nUpon determination, award and execute the construction contract to the\napparent lowest responsive and responsible bidder, if the contract can be\nawarded within the approved total budget, establish the effective date of\nthe contract upon receipt by the Department of Public Works of\nacceptable performance and payment bonds, and evidence of required\ncontractor insurance, and take all other actions necessary and\nappropriate to deliver the Project; and\nCarry out, manage, and deliver the Project on behalf of the Probation\nDepartment, award and execute consultant agreements, amendments,\nand supplements within the same authority and limits delegated to the\nDirector, accept the Project, and release retention upon acceptance in\naccordance with the authority granted to the Director.
