Annexation and Levying of Assessments for County Lighting Districts in\nthe Unincorporated Area of Covina\nRecommendation: Adopt a resolution of intention to Annex Approved Tentative\nSubdivision Territory, located in the unincorporated area of Covina (1), to\nCounty Lighting Maintenance District 1687 and County Lighting District\nLandscaping and Lighting Act-1 (CLD LLA-1), Unincorporated Zone, and order\nthe levying of assessments within the annexed territory for Fiscal Year (FY)\n2025-26 whose area and boundary are identified on the diagram included in the\nresolution; advertise and set January 21, 2025 at 9:30 a.m. for a public hearing\nregarding the proposed annexation of territory and levying of annual\nassessments based on the FY 2025-26 Annual Engineer's Report, which\nestablishes assessments based on land use type for all zones within CLD LLA-1\nfor street lighting purposes with an annual base assessment rate for a single\nfamily residence of $5 for the Unincorporated Zone; and find that the proposed\nproject is exempt from the California Environmental Quality Act.
