17. Probation Department Lease\nRecommendation: Authorize the Chief Executive Officer to execute a proposed\nlease with Rami Darghalli as Trustee of the Rami Darghalli Revocable Living\nTrust dated January 13, 2005 (Landlord), for approximately 11,340 sq ft of\noffice space, and 45 on-site parking spaces located at 43423 Division Street,\nUnits 101, 102, 103, 104, 201, 202, 203, 204, and 205 in Lancaster (5), to be\noccupied by the Probation Department for the Antelope Valley Juvenile\nProbation Office, with an estimated maximum first year base rental amount of\n$271,000, but with a two-month rent abatement of approximately $46,000, which\nwill equal $225,000, the estimated total proposed lease amount, including rent\nabatement, tenant improvements (TIs) costs, and low-voltage costs is\n$5,947,000 over the proposed nine-year term, the rental costs will be funded\n100% by Net County Cost (NCC) that is already included in the Probation\nDepartment’s existing budget, and the Probation Department will not be\nrequesting additional NCC for this action; authorize the Chief Executive Officer\nto reimburse the Landlord up to $1,758,000 for the County’s TI contribution, if\npaid in lump sum or $2,233,000 if amortized over seven years at 7% interest\nper annum, execute any other ancillary documentation necessary to effectuate\nthe terms of the proposed lease, and take actions necessary and appropriate to\nimplement the proposed lease including, without limitation, exercising any early\ntermination rights; authorize the Chief Probation Officer to contract with the\nDirector of Internal Services, in coordination with the Chief Executive Officer,\nfor the acquisition and installation of telephone, data, and low-voltage systems\nand vendor installation (Low-Voltage Items) at a total amount not-to-exceed\n$986,000 paid in a lump sum, the cost for the Low-Voltage Items is in addition\nto the rental costs and the County’s TI contribution payable to the Landlord; and\nfind that the proposed lease is exempt from the California Environmental Quality\nAct.
