6. Enhancing Linkages for Department of Children and Family Services\nImpacted Families\nRecommendation as submitted by Supervisors Horvath and Hahn: Instruct the\nPromotion and Prevention Systems Governing Committee, in collaboration with\nthe Los Angeles County Office of Food Equity, the Directors of Children and\nFamily Services, Public Social Services and Public Health, First 5 LA, and\nother relevant Department Heads and external stakeholders, to report back to\nthe Board in writing in 120 days on existing practices and collaborative efforts\nunderway to facilitate food security for families with children aged 0 to 5 years\nold including, but not limited to, information on how these entities currently work\ntogether, other stakeholders who should be partners in this work, strategies for\nimproving the County’s Linkages Program, and for facilitating food security for\nfamilies with young children via community pathways; and instruct the Executive\nDirector of the Office of Child Protection, in collaboration with the Directors of\nPublic Health and Children and Family Services, to take the following actions:\nReport back to the Board in writing in 90 days on the feasibility of\nprioritizing Department of Children and Family Services (DCFS)\nimpacted families for family supports and home visiting services,\nincluding identifying any additional funding needs and potential sources,\ncurrent and needed capacity for different home visiting models\nthroughout Los Angeles County and reporting on outcome measurement\nmechanisms to track the effectiveness of these services for DCFS\nclients; and\nIn consultation with County Counsel, to produce a draft memorandum of\nunderstanding between the Departments listed above for a data sharing\nagreement to streamline referrals and linkages, as well as measure\nprogram impact.
