7. The People Concern License Agreement at the Malibu Civic Center\nParking Lot\nRecommendation as submitted by Supervisor Horvath: Find, pursuant to\nGovernment Code Section 26227, that the portion of the County’s Malibu Civic\nCenter rear parking lot proposed for the placement of the storage bin is not\ncurrently needed for exclusive County purposes for the license term as defined\nherein, and the services provided by The People Concern will be used to serve\na public purpose, in this instance to provide assistance to people experiencing\nhomelessness; find that the services to be provided by The People Concern are\nnecessary to meet the social needs of the County because they offer\nappropriate assistance, including necessary social services, medical care,\nsubstance addiction treatment , as well as other services to people experiencing\nhomelessness; find that the proposed granting of a non-exclusive, gratis license\nagreement to The People Concern for the placement of one storage bin for the\nstorage of personal property on County-owned property is exempt from the\nCalifornia Environmental Quality Act; and authorize the Chief Executive Officer\nto take the following actions:\nNegotiate, execute, and issue a gratis license agreement to The People\nConcern, for a one-year term commencing upon execution, for the\nplacement and use of a storage bin at the County-owned Malibu Civic\nCenter rear parking lot; and\nExecute other ancillary documentation necessary to effectuate the\nlicense agreement, and take any other actions necessary and\nappropriate to implement the license agreement.
