DIR-2021-10047-TOC-VHCA-1A Council District: 11 – Park\nCEQA: ENV-2021-10037-EAF; ENV-2021-10048-SE Last Day to Act: 03-09-23\nENV-2013-622-EIR\nPlan Area: West Los Angeles\nPUBLIC HEARING REQUIRED\nPROJECT SITE: 2301, 2307, 2313, 2319 South Bundy Drive;\n2302, 2306, 2310, 2312 South Amherst Avenue\nPROPOSED PROJECT:\nConstruction of an eight-story 83-foot tall residential apartment building composed of 195 dwelling units\n(including 22 units for Extremely Low Income Households). The Project will have a proposed Floor Area\nRatio (FAR) of approximately 4.65:1 with 187,986 square feet of floor area and 177 parking spaces. The\nProject will demolish seven single-family dwellings and one Accessory Dwelling Unit (ADU), remove nine\nnon-protected on-site trees, remove three non-protected street trees, and retain three non-protected street\ntrees.\nAPPEALS:\nA partial appeal of the December 20, 2022, Director of Planning's determination which:\n1. Found, based on the independent judgment of the decision-maker, after consideration of the whole of\nthe administrative record, that the project is within the scope of the Exposition Corridor Transit\nNeighborhood Plan Program EIR No. ENV-2013-622-EIR, SCH. No. 2013031038 (“Program EIR”),\npursuant to CEQA Guidelines Sections 15168 and 15162; the environmental effects of the Project\nwere covered in the Program EIR and no new environmental effects not identified in the Program EIR\nwill occur and no new mitigation is required; and the City has incorporated all feasible mitigation\nmeasures from the Program EIR on the Project;\n2. Determined, based on the whole of the record that the Project is Statutorily Exempt pursuant to Public\nResources Code Section 21155.4 and the events specified in Section 21166 have not occurred;\n3. Approved, pursuant to Section 12.22.A.31 of the Los Angeles Municipal Code, a Transit Oriented\nCommunities Affordable Housing Incentive Program Compliance Review for a qualifying Tier 4 project\ntotaling 195 dwelling units, reserving 22 units for Extremely Low Income Household occupancy for a\nperiod of 55 years, with the following requested Additional Incentives:\na. Height. A 33-foot increase in building height, allowing a maximum building height of 83 feet in lieu\nof the 50 feet otherwise allowed by the Exposition Corridor Transit Neighborhood Plan (Expo TNP)\nSection 2.4.1 and the RAS4-1VL Zone;\nb. Lot Coverage. A five percent increase in the lot coverage, allowing a maximum lot coverage of 90\npercent in lieu of 85 percent otherwise required by Expo TNP Section 4.2.1.C.3; and\nc. Open Space. A maximum 25 percent reduction from the open space requirements allowing 16,294\nsquare feet in lieu of 21,725 square feet otherwise required; and\n4.
