CPC-2022-8780-DB-CU-HCA Council District: 11 – Park\nCEQA: ENV-2020-5509-CE Last Day to Act: 03-09-23\nPlan Area: Palms – Mar Vista – Del Rey\nLIMITED PUBLIC HEARING\nPROJECT SITE: 13481 – 13485 West Beach Avenue\nPROPOSED PROJECT:\nDemolition of an existing single-family home and triplex and the construction, use, and maintenance of a\nnew 23,345 square-foot seven-story residential development consisting of 27 apartment units (with seven\nunits reserved for Very Low Income households) and approximately 800 square feet of ground floor\ncommercial. A total of 17 parking spaces would be provided in one level surface parking level and one level\nsubterranean parking.\nREQUESTED ACTIONS:\n1. Pursuant to CEQA Guidelines, Article 19, Section 15332, Class 32, an Exemption from CEQA, and\nthat there is no substantial evidence demonstrating that an exception to a categorical exemption\npursuant to CEQA Guidelines, Section 15300.2 applies;\n2. Pursuant to Section 12.22 A.25(g) of the Los Angeles Municipal Code (LAMC), a Density Bonus for a\nhousing development project consisting of 27 dwelling units, of which seven units will be set aside for\nVery Low Income Households, with vehicular parking provided pursuant to AB 744, and requesting\nthe following On and Off-Menu Incentives and Waivers of Development Standards:\na. An On-Menu Incentive to permit the base density to be calculated using pre-dedicated lot area\npursuant to LAMC Section 12.22 A.25;\nb. An Off-Menu Incentive to permit a 19-foot four-inch increase in height to allow a maximum height\nof 74 feet and four inches with a step back at 63 feet nine inches height in lieu of the 55-foot height\nwith step back at 45 feet allowed pursuant to the Glencoe-Maxella Specific Plan;\nc. An Off-Menu Incentive to permit a 68 percent increase in floor area ratio from 1.75:1 to 2.94:1 to\nallow 23,345 square feet of floor area in lieu of the otherwise permitted maximum of 13,879 square\nfeet;\nd. A Waiver of Development Standard to permit a 60 percent reduction in required easterly side yard\nsetback to allow a four-foot side yard in lieu of the required 10-foot side yard setback pursuant to\nLAMC 12.11 C.3;\ne. A Waiver of Development Standard to permit a 21 percent reduction in required rear yard setback\nto allow a 15-foot rear yard setback in lieu of the required 19-foot rear yard setback pursuant to\nLAMC 12.11 C.3;\nf. A Waiver of Development Standard to permit 15 unbundled residential parking spaces and two\ncommercial parking spaces (total of 11 compact and six standard spaces) in lieu of the 28 required\nstandard residential parking spaces and four required commercial parking spaces pursuant to\nLAMC 12.21 A.4; and\ng. A Waiver of Development Standard to permit a 12 percent decrease from an open space\nrequirement pursuant to LAMC 12.22 A.25;\n3.
