3. AUTHORIZING THE CITY MANAGER TO REMOVE CERTAIN CURBSIDE PICKUP ZONES,\nREADOPTING CITY MANAGER AUTHORITY TO ISSUE PERMITS FOR OUTDOOR DINING,\nREADOPTING WAIVER OF SPECIAL EVENT PERMIT FEES AND REQUIREMENTS FOR\nOUTDOOR DINING AND ADDING ARTICLE 8 TO CHAPTER 4 OF TITLE 4 OF THE BEVERLY\nHILLS MUNICIPAL CODE; AND MAKING FINDINGS PURSUANT TO THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT. (Second Reading - for Adoption)\nComment: This ordinance codifies certain COVID-19 emergency regulations related to: (1) currently\ndesignated curbside pickup zones that were established as a result of COVID-19; (2) establishing\nmaximum fees a third-party food delivery service may charge restaurants and customers; (3) issuance of\nstreet closure permits and other permits necessary to allow outdoor dining; and (4) continuing waiver of\nfees and minimum period for filing an application for a special event permit for outdoor dining and\nparticipants in OpenBH until the City Council formally approves a long-term program related to the\nissuance of permits, adoption of fees, and establishment of design & operating standards associated with\nthe OpenBH program.\nRESOLUTION OF THE COUNCIL OF THE CITY OF BEVERLY HILLS:
