18. AWARD OF CONTRACT FOR CONSULTANT SERVICES FOR A\nCOMPREHENSIVE DEVELOPMENT IMPACT FEE STUDY\nRecommendations:\n(1) Authorize the City Manager to execute a Consultant Services Agreement with\nEconomic & Planning Systems (“Consultant”) in the amount of $92,600 for a\nComprehensive Development Impact Fee Study;\n(2) Authorize the City Manager to approve change orders for unforeseen\ncircumstances in an amount not to exceed $9,300;\n(3) Approve a transfer from the Capital Improvement Program Fund to the\nGeneral Fund in the amount of $101,900;\n(4) Appropriate $101,900 for the contract for Consultant Services for a\nComprehensive Development Impact Fee Study from the City’s General Fund;\nand\n(5) Find the action exempt from the California Environmental Quality Act\npursuant to State CEQA Guidelines section 15060.\nAgenda Report
