d. RESOLUTION OF INTENT TO GRANT A PIPELINE FRANCHISE TO\nCRIMSON CALIFORNIA PIPELINE, L.P.\nSummary:\nCrimson California Pipeline, L.P. (Crimson), a division of Crimson Midstream,\nLimited Liability Corporation is requesting to renew a pipeline franchise to\noperate its pipeline facilities within the City’s right-of-way.\nThe City Council will consider the request from Crimson to renew the pipeline\nfranchise. If approved, the City Council would adopt the proposed resolution and\nset a public hearing for January14, 2025.\nStrategic Plan Goal(s):\nGoal No. 1 Financial Stability: Ensure the City’s long-term financial stability\nand\nresilience.\nRecommendations:\n1. Waive further reading and adopt the following resolution, entitled:\nA RESOLUTION OF INTENT OF THE CITY COUNCIL OF THE CITY OF\nSIGNAL HILL, CALIFORNIA, DECLARING ITS INTENTION TO GRANT A\nFRANCHISE TO CRIMSON CALIFORNIA PIPELINE, L.P. AND THE\nINTERESTS, RIGHTS, PRIVILEGES, AND DUTIES TO LAY AND USE PIPES\nAND APPURTENANCES FOR TRANSMITTING AND DISTRIBUTING OIL AND\nPETROLEUM PRODUCTS FOR ANY AND ALL LAWFUL PURPOSES UNDER\nAND ALONG THE PUBLIC STREETS, WAYS, ALLEYS, AND PLACES, AS\nTHE SAME NOW OR MAY HEREAFTER EXIST, WITHIN THIS CITY\n2. Set a public hearing for January 14, 2025.
