PROFESSIONAL SERVICES AGREEMENT WITH RCS INVESTIGATIONS &\nCONSULTING, LLC, FOR POLICE DEPARTMENT BACKGROUND AND\nPERSONNEL INVESTIGATIONS\nSummary:\nIn February 2014, the City entered into a professional services agreement with\nRCS Investigations & Consulting, Limited Liability Corporation (RCS) to conduct\nadministrative investigations (Internal Affairs Investigations) and background\ninvestigations for both sworn and non-sworn Signal Hill Police Department\n(Police Department) employees over a five-year term. Since the start of the\nprevious contract, the City has executed two amendments to increase the\nnot-to-exceed amount and extend the contract term, which was in effect through\nJune 30, 2024.\nThe City Council will consider entering into a new service agreement, with RCS\nfor a two-year term beginning July 1, 2024 and ending June 30, 2026. The\nservice agreement would also allow for three one-year extensions with an\nannual not-to-exceed amount of $50,000.\nStrategic Plan Goal(s):\nGoal No. 2 Community Safety: Maintain community safety by supporting\npublic safety services and increasing emergency preparedness\nGoal No. 5 High Functioning Government: Strengthen internal communication,\nrecruitment, retention, systems, and processes to increase the\neffectiveness and efficiency of City services\nRecommendation:\nAuthorize the City Manager to enter into a two-year Professional Services\nAgreement, with three additional one-year extensions, with RCS Investigations &\nConsulting, Limited Liability Corporation, to provide investigative and\nbackground services, for a not-to-exceed annual amount of $50,000, in a form\napproved by the City Attorney.
