Public Works – Approve Administering Agency-State Master Agreement, Adopt RESOLUTION\nAuthorizing Program Supplement, Appropriate Funds, Adopt Categorical Exemption, Approve Plans\nand Specifications, and Award a Public Works Agreement for Citywide Traffic Signal Improvements,\nT-171 (Lomita Boulevard at Madison Street). Expenditure: $707,267 (Non-General Fund).\nRecommendation of the Public Works Director that City Council:\n1. Approve Administering Agency-State Master Agreement No. 07-5249S21 for State-Funded Projects\nbetween the City of Torrance and the State of California; and\n2. Adopt a RESOLUTION authorizing and directing the Mayor and the City Clerk to execute and attest\nto Program Supplement No. A168 to Administering Agency-State Master AgreementNo. 07-5249S21\nfor the Citywide Traffic Signal Improvements, T-171 (Lomita Boulevard at Madison Street), HSIPSL-\n0549(033); and\n3. Appropriate $537,790 of Highway Safety Improvement Program (HSIP) grant funds to the Citywide\nTraffic Signal Improvements, T-171 (Lomita Boulevard at Madison Street); and\n4. Adopt a finding of categorical exemption per staff determination, pursuant to Section 15301(c) of the\nguidelines implementing California Environmental Quality Act (CEQA) for Citywide Traffic Signal\nImprovements, T-171 (Lomita Boulevard at Madison Street); and\n5. Approve the plans and specifications for Citywide Traffic Signal Improvements, T-171(Lomita\nBoulevard at Madison Street) (B2024-09) project; and\n6. Award a Public Works Agreement to PTM General Engineering Services, Inc. of Riverside, CA\n(B2024-09), in the amount of $615,015 and authorize a 15% contingency in the amount of $92,252,\nfor construction of Citywide Traffic Signal Improvements, T-171 (Lomita Boulevard at Madison\nStreet), for a two-year period beginning December 17, 2024 and ending December 16, 2026.
