5.9 Employee Compensation, Bargaining Agreement and Budget Amendments: Approve a\nMemorandum of Understanding with WCE; Salary Adjustments for Certain Unclassified\nPositions; Compensation Schedules; and Budget Amendments\nReport Number: 24-0311\nLocation: No specific geographic location\nDepartment: Human Resources\nG.C. § 84308: No\nEnvironmental Notice: The activity is not a “Project” as defined under Section 15378 of the\nCalifornia Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines\nSection 15060(c)(3) no environmental review is required.\nRECOMMENDED ACTION:\nAdopt resolutions: A) approving a Memorandum of Understanding (“MOU”) between the City of\nChula Vista and Western Council of Engineers (“WCE”) related to compensation and other\nterms and conditions of employment; B) amending the Compensation Schedule to reflect\nsalary adjustments for certain unclassified, hourly positions impacted by the State’s minimum\nwage law; (C) approving the revised Fiscal Year 2024-25 Compensation Schedule effective\nDecember 17, 2024, as required by California Code of Regulations, Title 2, Section 570.5; (D)\napproving the revised Fiscal year 2024-25 Compensation Schedule effective January 10, 2025,\nas required by California Code of Regulations, Title 2, Section 570.5 and (E) amending the\nfiscal year 2024-25 budget to appropriate funds, accordingly.
