PROFESSIONAL SERVICES AGREEMENT WITH TANDEM SOLUTIONS TO\nUPDATE CITY EMERGENCY OPERATIONS PLAN AND DEVELOP A CRISIS\nCOMMUNICATIONS ANNEX\nSummary:\nIn 2024, City staff issued a Request for Proposals to select a qualified\nprofessional consulting firm to undertake a comprehensive update to the City’s\nEmergency Operations Plan and develop a Crisis Communications Annex.\nBroadly defined, the Emergency Operations Plan is a detailed document that\noutlines how a city will respond to and manage various types of emergencies or\ndisasters. The plan is developed and updated with consideration to other\ncitywide operations and response plans including the General Plan and Hazard\nMitigation Plan. The Crisis Communications Annex would be developed as a\nsupplemental document to the Emergency Operations Plan and be used to\noutline the flow of communications and information during an emergency or\ndisaster and include points of contact and industry best practices.\nAfter a comprehensive and competitive process, staff recommends the City\nCouncil award a contract to Tandem Solutions, which would update the\nEmergency Operations Plan and the development of the Crisis Communications\nAnnex. The City Council will consider authorizing the City Manager to execute a\nProfessional Services Agreement with Tandem Solutions to provide professional\nservices for the update to the City Emergency Operations Plan and the\ndevelopment of a Crisis Communications Annex, for a not-to-exceed amount of\n$35,000.\nStrategic Plan Goal(s):\nGoal No. 1 Financial Stability: Ensure the City’s long-term financial stability\nand resilience.\nGoal No. 2 Community Safety: Maintain community safety by supporting\npublic safety services and increasing emergency preparedness.\nGoal No. 5 High-Functioning Government: Strengthen internal communication,\nrecruitment, retention, systems, and processes to increase the\neffectiveness and efficiency of City services.\nRecommendation:\nAuthorize the City Manager to enter into a Professional Services Agreement with\nTandem Solutions, for a total not-to-exceed amount of $35,000.
