14. Regulation of Household Hazardous Waste through Extended Producer\nResponsibility\nRecommendation as submitted by Supervisor Horvath: Instruct the Director of\nPublic Works, in coordination with the Chief Sustainability Officer, the Directors\nof Public Health, and Consumer and Business Affairs, and County Counsel, to\nreport back to the Board in writing in 120 days on the feasibility of creating an\nordinance that would establish an Extended Producer Responsibility (EPR)\nprogram for the safe, convenient, and sustainably-financed collection and\ntake-back of Household Hazardous and Electronic Waste (HHW/E-Waste) not\ncovered by State legislation, with the report back to include HHW/E-Waste\nproducts that are not covered under existing State or local legislation or\nordinances, examples of enacted EPR legislation and local ordinances that have\nsuccessful take-back programs , and recommendations on how an EPR\ntake-back ordinance would be enforced and whether the County should\nconsider an outright ban on certain HHW/E-Waste items from sale; and direct\nthe Chief Executive Officer, through the Legislative and Intergovernmental\nRelations Branch, with the assistance of the Director of Public Works, to\nsupport legislation to establish a statewide Household Hazardous Waste\nExtended Producer Responsibility policy.
