Solid Waste and Recycling Franchise Agreement Amendment No. 3\nRecommendation:\n1) Introduce and conduct first reading of Ordinance No. 3163 with\nAmendment No. 3 to the Exclusive Franchise Agreement for the Provision\nof Solid Waste and Recycling Services between the City and Arakelian\nEnterprises, Incorporated, dba Athens Services (A17-161) to add the\nnewly annexed West Whittier areas to Athens service zone and finding\nherein ordinance is exempt from review under the California\nEnvironmental Quality Act.\n2) Set a public hearing at the regular City Council meeting to be held on\nJanuary 28, 2025, in the City Council Chamber at City Hall at 6:00 p.m.
