11. Graffiti Removal Services Contract\nRecommendation: Find that graffiti removal services can be more economically\nperformed by an independent contractor; award and instruct the Chair to sign a\nwork order for graffiti removal services in unincorporated County areas (4) to\nHarbor Area Gang Alternatives Program, a Social Enterprise Organization listed\non the Department of Economic Opportunity's Social Enterprise Employment\nand Training Program Master Agreement, for a period of one year with four\none-year and six month-to-month extension options, for a maximum potential\nwork order term of 66 months and a maximum potential work order amount of\n$2,303,513; find that the contract work is exempt from the California\nEnvironmental Quality Act; and authorize the Director of Public Works to take\nthe following actions: (Department of Public Works) APPROVE\nRenew the work order for each additional extension option if, in the\nopinion of the Director, the contractor has successfully performed during\nthe previous contract period and the services are still required, approve\nand execute amendments to incorporate necessary changes within the\nscope of work, and suspend and/or terminate the work order for\nconvenience if it is in the best interest of the County; and\nAnnually increase the work order amount up to an additional 10% of the\nannual work order amount, which is included in the maximum potential\nwork order amount for unforeseen additional work within the scope of the\nwork order, if required.
