10. Strengthening Equestrian Centers and Community Equestrian\nProgramming Sole Source Agreement\nRecommendation: Authorize the Director of Parks and Recreation to terminate\nagreements for the operation of the Frank G. Bonelli Equestrian Center and the\nMarshall Canyon Equestrian Center (5) with Stephens Equestrian Center, Inc.\nfor convenience, effective upon execution of a sole source agreement, and with\nHacienda Sosegado, LLC for the operation of the Whittier Narrows Equestrian\nCenter (1), for default, upon Board approval; find that the proposed actions are\nnot a project under the California Environmental Quality Act; and authorize the\nDirector to take the following actions: (Department of Parks and Recreation)\nAPPROVE\nNegotiate and execute a sole source agreement for 10 years with a\nfive-year extension option, for a maximum of 15 years, with Stephens\nEquestrian Center, Inc., for the operation, management, and\nmaintenance of Frank G. Bonelli Equestrian Center, Marshall Canyon\nEquestrian Center, Whittier Narrows Equestrian Center, and Peter F.\nSchabarum Equestrian Center; and\nExecute amendments to the sole source agreement to exercise the\nextension option, terminate the agreement in accordance with the terms\nand conditions of the contract, evaluate and approve adjustments to the\noperators’ fees charged to the public, on a permanent or temporary\nbasis, so long as fees remain reasonable and comparable to the amounts\nfor similar goods and/or services supplied in the Los Angeles\nMetropolitan Area, and make other changes to the standard terms and\nconditions as required by the Board.
