5. INCENTIVES FOR COMMERCIAL USE ON GROUND FLOOR OF MIXED-USE\nBUILDINGS AND REVIEW DEVELOPMENT FOR EAST MAIN STREET (BUILDING\nHEIGHTS) – F2M24-33\nAs part of the City Council’s 2024 Strategic Plan, the Council wanted to identify incentives\nfor commercial uses on the ground floor of mixed-use buildings (Goal 3.7) and wanted to\nreview development for E. Main Street with regard to building heights (Goal 3.9). Since\nboth goals are inter-related, both items are being brought forward for discussion at the\nsame time to further the Council’s Strategic Plan Goal 6.2 to promote Citywide mixed-use\ndevelopment with housing. Staff will present to the Council additional context as it relates\nto Incentives for Commercial Use on Ground Floor of Mixed-Use Buildings as well as tools\nthe Council could consider in incentivizing mixed-use development including: Flexible\nDevelopment Standards, Additional Density and Elimination of the Residential Planned\nDevelopment Permit. Staff will also present a review of development for E. Main Street\nwith respect to building heights. Should the City Council direct staff to make changes to\nexisting development standards, staff will prepare the appropriate zone text amendments\nand have them reviewed by the Planning Commission for their input prior to returning to\nthe Council for final approval.\nRecommended Action: City Council receive and file the information report or\nprovide direction to staff as appropriate.
