Community Development – Discuss and Consider Amending the Torrance Municipal Code, Determine\nCalifornia Environmental Quality Act (CEQA) Exemption, and Adopt an ORDINANCE and URGENCY\nORDINANCE Adding "Microenterprise Home Kitchen Operations (MEHKOs)" to Division 4 of the\nMunicipal Code. Expenditure: None.\nRecommendation of the Community Development Director that City Council:\n1. Discuss and consider amending the Torrance Municipal Code by establishing a Microenterprise\nHome Kitchen Operation (”MEHKO”) Ordinance; and\n2. Determine the project is exempt from California Environmental Quality Act pursuant to Sections\n15378 and 15061(b)(3) of the California Code of Regulations; and\n3. Adopt an ORDINANCE amending the Torrance Municipal Code to add Chapter 20 entitled\n"Microenterprise Home Kitchen Operations” to Division 4 of the Torrance Municipal Code; and\n4. Adopt an URGENCY ORDINANCE amending the Torrance Municipal Code to add Chapter 20\nentitled "Microenterprise Home Kitchen Operations” to Division 4 of the Torrance Municipal Code;\nand\n5. Approve Ordinance Summaries for publication.
