Planning Commission and Community Development – Conduct Public Hearing, Determine California\nEnvironmental Quality Act (CEQA) Exemption, and Adopt an ORDINANCE Amending the Torrance\nMunicipal Code Related to Solar Energy Systems and Expedited Permitting Process for Electric\nVehicle Equipment (EVSE). Expenditure: None.\nRecommendation of the Planning Commission and Community Development Director that City Council:\n1. Conduct a public hearing for consideration of proposed amendments to the Torrance Municipal Code\npertaining to solar energy systems and expedited permitting process for Electric Vehicle Supply\nEquipment (EVSE) Citywide and consider any testimony during the hearing; and\n2. Determine the project is exempt from the California Environmental Quality Act (CEQA) pursuant to\nCEQA Guidelines Sections 15060(c)(3) and 15061(b)(3); and\n3. Adopt an ORDINANCE amending the Torrance Municipal Code Section 92.2 entitled “Uses Generally”\nof Chapter 2, Article 2, Division 9 by adding Section 12 entitled “Solar Energy Systems” and adding\nSection 13 entitled “Expedited Permitting Process for Electric Vehicle Charging Equipment”; and\n4. Approve an Ordinance Summary for publication.
