9I. City Manager - Approve Side Letter Agreements to Extend and Expand Torrance\nPolice Deparbnent Lateral and Retention Incentives. Expenditure: Approximately\n$1,050,000 (General Fund).\nRecommendation of the City Manager that City Council:\n1) Approve the expansion of the Lateral Incentive Program to allow incentives based on\nthe number of vacancies; and\n2) Approve extension of the Patrol Double-time Pilot Program to December 21, 2023; and\n3) Approve Side Letter Agreements between the Torrance Police Commanders\nAssociation (TPCA) and Management and Torrance Police Officers Association\n(TPOA) and Management to extend the Patrol Double-time Incentive Program.
