7. Determination of CEQA Exemption and Adoption of Zoning Ordinance Amendments to\nImplement Housing Element Policies, General Plan Updates, and Other Changes. Staff and\nthe Planning Commission seek the City Council's approval of an ordinance amending the Old\nTown La Verne Specific Plan (OTLVSP) and Title 18 of the La Verne Municipal Code. These\nupdates were previously implemented through emergency ordinances on October 21, 2024, and\nNovember 18, 2024, regarding providing adequate sites for lower income households on sites\npreviously identified and minimum densities in the Old Town La Verne Specific Plan area,\nrespectively.\nRecommendation: That the City Council:\n1. Find the adoption of the proposed Ordinance is exempt from the California Environmental\nQuality Act per Section 15061(b)(3); and,\n2. Introduce by title only and waive further reading of Ordinance titled, "AN ORDINANCE\nOF THE CITY COUNCIL OF THE CITY OF LA VERNE, CALIFORNIA, AMENDING THE\nOLD TOWN LA VERNE SPECIFIC PLAN AND AMENDING TITLE 18 OF THE LA\nVERNE MUNICIPAL CODE RELATING TO IMPLEMENTATION OF HOUSING\nELEMENT POLICIES AND OTHER UPDATES TO COMPLY WITH STATE LAW AND\nTO IMPLEMENT POLICIES OF THE GENERAL PLAN UPDATE."\nOTHER MATTERS
