DEPARTMENTAL REPORTS\nDR-1. DEVELOPMENT SERVICES DEPARTMENT\nStaff report recommending the Mayor and Council\nMembers approve a two (2)-year Agreement with\nPCR Business Finance Capital & Advisory\nServices (PCR) to administer the Destination Market\nStreet Business and Tenant Improvement Program\nfor a total of $488,742.55. (State Transp Grant\nReimb Fund)\nRecommendation:\n1. Approve agreement;\n2. Adopt the Destination Market Street\nBusiness and Tenant Improvement\nProgram Guidelines (Guidelines);\n3. Direct the City Manager or his\ndesignee to oversee and implement\nthe Program, including the execution\nof up to $3,350,000 in grants to\nqualified businesses, and authorize\nthem to amend Guidelines to address\nany non-material issues;\n4. Authorize the Mayor to execute\nAmendment No. 1 to Agreement No.\n22-232 with Caltrans related to the\nCity’s Market Street Streetscape and\nMarket Street Façade Tenant\nImprovement Program for\nconsistency with the grant\nrequirements and the proposed\nGuidelines;\n5. Adopt a Resolution authorizing\nexecution of Amendment No. 1; and
