12. Services Agreement with Allied Universal for Janitorial Services\nRecommendation:\nA. Find that the proposed action is categorically exempt from California Environmental Quality\nAct (CEQA) review, in accordance with CEQA Guidelines Section 15301, because the work\nconsists of the maintenance of existing structures and involves no expansion of an existing\nuse; and\nB.
