b) CONSIDERATION OF GENERAL PLAN ANNUAL PROGRESS REPORT\nIt is recommended that the City Council receive and file the 2022 General Plan annual\nprogress report for the Governor’s Office of Planning and Research.\nCEQA FINDINGS\nThis annual report is exempt from the requirements of the California Environmental Quality Act\n(CEQA) as it is not a “project” as defined in CEQA Guidelines Section 15378(b)(5).
