9J. APPROVE PURCHASE OF ADDITIONAL USER LICENSES FOR ORACLE NETSUITE\nFOR GOVERNMENT AND AMENDMENT NO. 1 TO THE ORDERING DOCUMENT\n(ORACLE AMERICA, INC.)\nOn August 27, 2024, the City Council approved a professional services master agreement\nwith Oracle America, Inc. (“Oracle”), for Oracle NetSuite for Government (NSG), an ERP\nplatform designed by Oracle specifically for small to mid-size government agencies\n(Attachment A). Staff is requesting a modification to the number (and level) of users that\nwere originally approved. The original purchase included 6 “full service” users and 25\n“self-service users”. However, as a result of discussions held during the NSG\nimplementation project, staff is recommending the City eliminate the 25 “self-service”\nusers and add an additional 24 “full-service users”. In addition, staff is requesting the City\nincrease the number of user licenses for the budgeting platform from 6 licenses to 15\nlicenses. The annual cost increase for the additional licenses is approximately $12,182.\nThe net impact of these changes is an annual increase of $10,859. This requires the City\nto execute the Ordering Document included as Attachment B for the new licenses and\nAmendment No. 1 to the Ordering Document included in Attachment C for the removal of\nthe “self-service” licenses.\nRECOMMENDED ACTION:\n1. City Council find that these actions are not subject to California Environmental Quality\nAct (“CEQA”) pursuant to Sections 15378(b)(5) (Organizational or administrative\nactivities of governments that will not result in direct or indirect physical changes in\nthe environment) and even if they were considered a project, they would still be\nexempt from CEQA under State CEQA Guidelines Section 15301; and\n2. Approve the purchase of additional licenses for an annual cost of $12,182.40\n($57,866.40 for the next 57 months) (Attachment B) and Amendment No. 1 to the\nCity’s original subscription agreement (Attachment C); and\n3. Authorize the City Manager to execute all necessary documents.\nFebruary 11, 2025
