1. 25-607 Receive a comprehensive report on the state of the City’s homeless\nservice strategies and provide staff direction on recommendations to\nbe incorporated into an updated Homelessness Action Plan which will\nbe brought back to City Council for future consideration. Staff also\nrecommends consideration of the following key initiatives which are\nfurther described in this staff report:\n· Expanding outreach and support services by strengthening\ncollaboration with social service and behavioral health professionals\nwhile lessening the need for direct Police Department intervention.\n· Diversifying short-term, housing-focused solutions to include\noptions such as additional safe parking programs, tiny homes, and\nlow-barrier shelters.\n· Scaling up long-term housing inventory, including development of\naffordable housing, shared housing programs and additional housing\nvouchers tailored to vulnerable populations.\n· Minimizing public health and safety impacts through enhanced\nencampment resolution strategies and access to non-emergency\nhealthcare services.\n· Ensuring the sustainability of the homeless response system by\nimproving regional collaboration, aligning with best practices, and\npursuing additional funding opportunities.
